Thursday, November 19th, 2020. Appreciate everyone joining us this morning as topic of discussion is going to be agency updates. So we're very appreciative and thankful to be joined by a lot of our partnering agencies IS more than USDA Farm Service Agency, USDA, NRCS, Natural Resource Conservation Service, and DC or as well as the local soil and water conservation districts. So thank you all for being with us this morning. Appreciate everyone being here for producers that are on the call are producers that may watch this recording. The purpose of this session this morning is to kind of take the place of our usual agency update sessions, our local crops conferences every year in January. As many of you may have heard, we are not planning to host those crop conferences in person this year due to the ongoing cope at 19 situation and health concerns. So we will be offering this morning session in lieu of that for the agency updates to help the agency spread words on programs, upcoming deadlines, sign-up dates, cost-share programs, all sorts of great things that they have to offer for produce or so. We'll start off with a presentation from Mr. David Bryan, Virginia, DC are and that will be followed by a presentation from cane up show at USDA Farm Service Agency. And then we'll follow that with overarching NRCS update from Lucy Khosla. Then will break down into the different districts and service centers across Eastern Virginia here to allow any other representatives on the line from those areas to share area specific updates that may pertain just to producers in those counties. So without further ado, David, if you're with us, we'll go ahead and get started for the BCR update. All right. Sounds great. First of all, thanks for having me. I was good to see Lucy and Mike and Qin's names on there. For those who don't know, I used to work with NRCS for about eight years before coming to DC are so it's good to see all hope everything's going well on your side. For the DC, our division a sol water conservation is want to give a quick update to the Virginia VAX program. The Virginia agricultural BMP cost-share program continues to provide opportunities for farmers to reduce sediment and nutrient pollution to water quality program. That's our goal. Unlike NRCS, we're very water quality centric. We don't necessarily cover as many or the resource concerns that they can. And we have five different program areas. Animal waste, cover crop for history and nutrient management and stream protection. Obviously in the eastern area of the state where most of y'all are working. Cover crop and nutrient management are by far the big two. We just wrapped up a record year cost share. In program year 20. Back in June, we had between 60, $70 million that went out through cost-share throughout the Commonwealth. This program year, which started on July first and runs through next June. Is more of an average year, I guess you'd say it's about $35 million state-wide. And then the general assembly mandates 70% of that go to the Chesapeake Bay Base. And so roughly speaking, we're looking at around $2425 million in the bay and about 10 million outside the bay. Just a few changes that have happened this year. As far as the VAX program goes in the past, we had a lot of our practices that individual caps on them where our producer good sign up to a certain amount and that was it. All individual practice caps have been eliminated as of this year. What we do have instead is just a what we call our participant cap of a $100 thousand where no matter what practice or suite of practices the participant signs up for, they can get up to a $100 thousand worth of cost share for their, for their farm. We do have a few sort of high dollar type practices that are eligible for a variance from that. So a lot of our stream exclusion and animal waste practices that are typically can be two hundred, three hundred or more thousand dollars. We do have a process whereby applicants can see if they can get a variance to that. So another change this year is especially crops have been given increased emphasis and backs. I know a lot of us, no matter what agency worked for, getting more interest in specialty crops. I know I've particularly you've gotten a lot of questions on him over the past couple of years. In the VAX glossary This year, we defined specialty crops extremely broadly as vegetables, tree crops, perineal buying crops, ornamentals, horticultural tobacco, him, turf and others crops. The whole point was that a lot of our farmers in the yeast work with specialty crops maybe weren't covered as well by wax in the past. Been now especially crop farmers can apply for nutrient management plans, precision nutrient management and so forth and so on. And again, if you have any specific questions, please feel free to contact myself or your local conservation district on the animal wayside. Jomo have as much in this area of the state, but in case I just thought I'd mention it. We have four new animal waste practices this year. The feeding pad used to be a part of one of our other practices, but now as a standalone, We have a animal waste control facility for confine livestock operations. The first time that this state has offered cost share on confined livestock operations. And it really is meant to be a sort of last resort type practice. We have a whole other suite of animal waste practices that we'd like to try first on a given farm. But if there is a situation where there is no other option but to confine the livestock. It is available. We have a loafing on management system, a new practice, excluding bovine dairy. And that's because we have a separate practice that's been around for awhile, specifically for dairy cows, loafing lot management systems. This one. P4 ALL was actually designed specifically with horses in mind. However, it is opened other livestock species. And then finally, the WEP for us F, which is our seasonal feeding facility, is also used to be a part of a separate practice, but now as a standalone. Ok, cover crops, we had a big change this year. Sle B is our standard when our cover crop practice, our rates have increased substantially this year. After discussion by our technical advisory committee. Standard planting rate has increased to $20 per acre. But then we have two bonus payments on top of that depending on when the farmer plants and what the farmer plants. So we had the early bonus payment for our early planting dates. There's an extra $30, so it bumps you up to 50 and then rise due to its scavenging abilities. We add an extra ten, so up to $60 an acre, depending on when the cover crop is planted and what is planted. We also added a new practice this year. Which sort of a catch-all cover crop, I'm calling it. The official title is isolate a protective cover for agricultural crop land. It incentivizes producers to keep cover on crop land when not in use in unlike are sure to traditional winner cover crop. This is really for me, like for summer cover crops for example, or times when the field is there's no crops in the field because of some unforeseen circumstance, natural disaster, whatever. So whenever the storm occurs and we want to get, it ruins the, the commodity crop and we want to get some quick cover on the land. This is an option that's now available for Simon. On the nutrient management side, we had some clarifications to our program, especially on the precision nitrogen. So we have some confusion in the past on this practice and we wanted to clarify for this year, precision nitrogen options and VAX include payment if you're doing three or more split applications of nitrogen on small grains, two or more split side dress applications and nitrogen on corn or cotton. Two or more applications of nitrogen on highly manage talent other than alfalfa and, or injection inside dress. So all of these options available under in, in 5n wishes are precision nutrient, precision nitrogen in practice, no matter which one you sign up for, the payment rate is the same. Just a quick update on crap. Dc are this year was allocated $500 thousand statewide for crap, which is our partnership program with the Farm Service Agency. We we have obligated most of that $500 thousand already. Thanks due to the work of the districts in NRCS and of course, the Farm Service Agency itself. However, we'd been working internally BCR and we've been able to make another 1.6 million available for projects statewide. In so where we highly encourage any of you, any farmers who are interested in riparian buffers and so forth to contact their local FSA offices and get the process started because we've certainly got plenty of ability to help out this year. But I was also asked will look a little bit at the future. As far as next year goes. Obviously do the coded budget crisis. We have no idea what the program's going to look like next year. I'm hoping for the best. I expect an average year worst, but time will tell a few things that I do know. Her the general assemblies Bayh bill, VCR was mandated to put together a portable fencing specification, which through our technical advisory committee. I'm happy to report that back in earlier November, we finished up this mandate and were able to get a new spec. So this specification will provide a per foot offense payment for establishing portable fencing on live streams. This is particularly going to be helpful, we think, to renters. A lot of our VAX practices for stream exclusion or long-term ten or 15 year contracts. Obviously, it's a it's a permanent structure. And so for folks who were renting and just have a lease, they typically had been hesitant to get involved in stream protection practices because what happens if you lose the leaves, but you're still responsible for the contract. So this will help with that. Again, it will provide a It's a portable fence practice. They the fans can be moved. And it's it's a five-year practice. And there's a provision in the practice that if the participant loses their least, THE district board has the ability to waive their remaining responsibility of lifespan. This will go before this regime soil water conservation board in the spring. But we don't see any issues and it should be part of next year's program. The other big thing, especially because you all be in the East, I thought it would be important as cover crop planning dates are likely changing. Some IO already aware that there's been multiple years of discussion on this issue surrounding the fact that average prostate seem to be getting later and later into the year. And so DC are, is moving forward with adjusting its cover crop planting dates. There will have to be approved by our board in the spring. But just to give you an idea of where we're headed, here is the numbers. So in the Coastal Plain, which again is the focus of this meeting, are early planting date had been October 25, it will move to November tenth, and our standard planting date had been November 15th. It'll move to November 30th. So that is the plan. If all goes well, next next year, we'll get that approved of the board and it'll be part of the next year's facts program. So that's all I had. And thanks for having me and thank you for inviting me here to this L0 ball. We a lot of programs going on here with FSA, period, an employment et al. Quite a total men and did an advisor is actively hand and a prop two years I had been one did the unusual year. But to start off with, probably most farmers are familiar with their coronavirus assistance programs would be would be fat. One program which ended on September 11th and we foot State of Virginia, we should close to $97 million. And now we feed that to program which I will run through December 11th. And at this point we've issued in Virginia $28 million. That's what we're going to kitchen freshman. You're not, but it'll work in a line up to mayfly included. Did it at market disruptions. They put this program into place and it's for individuals and entities, L Dual, commercially produced certain commodities. It must mean that business of farming and comply with the high Merlin wetland positions. However, contract were always the doctor who did not share it or tried stress or production are ineligible. Emotional, I'm able to have fall into a category that this one and make a note of that. There are three categories of commodities for Kamen had the price trigger commodities, the flat rate for ofs. And this fails commodities pretty straight across. But we'll pay them model the greater of $15 per acre or the 0.28 pH crop insurance he'll come to payment rate. In addition to livestock. Beef, cattle paying $50 ahead and hulks $22 ahead. But this excludes any breeding stock. So basically, what, what can I borrowed catalysts and so forth. Because if we're looking at JPL 16 through August 31st, producers need to select a particular date during that period where they had to Hodge until it. Non breeding stock. For the flat rate crops. And its payment is determined by multiplying the 2020 plan in it because of the crop by $15 per acre. And if the crops covered under flat rate, conclude alfalfa, help millet and canola. When he has gone back to price triggered MIT's been clearly I'm retina, row crops in this area plus b, piano dairy and how those boulders at aches. Now. If it's something new that we've had on this program, different from the first seat that one, sales commodities, payments by the producers to the notch and say, oh, look my, my include fruits and vegetables, aquaculture, nursery crops, and flow of culture. Ok, however, they must have 20 crop a full file followed FSA office at the habit, they can nail file one. And like I said earlier, the sonnet form feedback to it's going to continue to feed, you said, but also on their phone bill program, the PLC, the option to change elections, whether you want to put it in our county ARC Individual PLCD available beginning this year, a Rumsey, 22-23, an option to change its election and needs to be done by March if it's cancer produces need comforted by that day to sign up for the 2021 program. They're not making any changes to the election. And then the producer who is sharing the base acres can they'd application, however, if they are changing their leptin than the owner on the farm. But that's an interesting crop in the land. They will need to Sandy application. Looking back at our county and PLC payment rates just received here in October as opposed to be no. That was not a payment for soy beans on either the PLC radio, although the candy rate or that welfare payments colon and not going to go through that because each county has a different payment rate. High-level PLC, everyone received $0.14 a bushel that was determined with no base acres. We only have many dairies left in that area. I think I have 12. Can I use that as a couple of the cap and panic office. But I don't know the Duran barge and coverage program enrollment for 2021 is honored and will continue through the December 11th. And that is just basically we know of the contract that they had found earlier. When you roll a, B, and C. But it offers protection and dairy producers you when the difference between the price and the average feed price falls below a certain dollar amount. Just reminded that producers when they, when they get made and pocket the grain, first needed contact FLSA, couple of different payment options. Obviously, they paid in advance before you start admittedly grain. There are other options where you can have the buyer writer don't check for the grains to deliberate. However, that will require producer to contact the FSA office before beginning the dilemma of the way that means arrangements fall on storage facility learns grain banner, variety of structures and facilities. In terms up to 12 years at current interest rate for seven year level, it's a 0.5% that didn't spot and involves the Mencius in area. Obviously the Kirchhoff's elements to acquire and construct a upgrade. Huge farms storage and Hammond coordinate also includes couldn't hit by the hammer and trucks and important terminates storage and handling equipment, dryers and so forth, including any fff and micro-lending. Option. Two ministers, when it can borrow up to $50 thousand, down payment of 5%. When I've proving a stewards n0, where normally it would be a 15% down payment and you would have to provide storage need. So basically how does determine they look into history and terminate? For example, if you need a 100 thousand bushels of storage, you just had to grow crops and last two years, K equal to 50 thousand bushels. So we multiply accounts to determine your torch need. Loan amounts like seek a 100 thousand will be subject to at most eight. Collateral turnaround time right now for our fff else could take up to six today due to an environmental review. One other program going on right now are the nap program for produce, fruits and vegetables. Currently that are coming online to acquire the Insha'Allah base peak or the BYOB coverage is no. Tomorrow, November 20th for peaches in Cambridge. I thank Connie has come up all the sudden refers but most crouch application deadline of February 15th. Rapid at all. I don't have any questions. I'd be Clinton Hill. Alright, our next overarching update is going to be from the USDA Natural Resource Conservation Service. And I think we've got Lucy costs or on the line with us that's going to provide that this morning. So Mike was going to give the talk for you guys today, but he got caught out to help the customer. I apologize for not having anything in writing or anything I can share on the screen. But I did want to go over an update with what NRCS will have available to help everybody with this year. And if anybody has any questions, of course you can ask me or you can go to your local office and speak to your local folks though. So what I'm going to start out with some numbers, with some funding numbers that we have. And then I'm going to go into some different programs very briefly. And then I'm going to end up with some deadlines that we're looking at that will affect producers as well. Though. Excuse me, first of all. Right, now we do not have a whole lot of FY 21 information. It has not been released from headquarters to our state office and then from our state Alphas out to the field. But there was a webinar yesterday where they did released some numbers and a couple of deadlines and a couple anticipated deadlines. So that's what I'm going to give you guys. We will be learning more as the as the fiscal year rolls forward. So if I'm not able to answer anything today, give us a little bit and hopefully we'll be able to help you as soon as we get that information at the field level. So right now, statewide across Virginia, there are right around 2400 act of contracts with a $131 million that is obligated out in act of contracts covering 500 thousand acres. So again, that statewide and that includes several different programs last year alone. And just as a reminder, our funding has already been predetermined through the Farm Bill. So all of the stimulus packages and everything that's gone out for Corona does not effect, should not affect the funding that we have available at least. The 2018 Farmville covered last year in equip equip and CSP R, which is the environmental quality of incentive program. That is the program that we use to help new farmers to help correct resource concerns in the field. Csp or the Conservation Stewardship Program. That is a program that we use for folks who are doing a fantastic job in the field. They usually been working with us for a little while. And we're able to to help those folks who have already gone through equip, who've already fixed any resource concerns out in the field. But they still deserve to receive some sort of financial incentive, keep doing well, and take care of the land and keep it sustainable. So for equip, last year, we obligated $24.6 million over 441 contracts. And in CSP we had $7.3 million or 224 CON CSP generally have less money obligated to it because it costs a lesser amount of money to maintain practices and the bill versus correcting issues in the field that we're looking at. Now. I'm going to be focusing primarily on crop land practices and crop land contracts because that's what our bread and butter here is in eastern Virginia. However, I don't want anyone to forget that. We also cover livestock operations. We can help with that. We do have Wildlife programs, which does include some forestry work. As long as that benefits Wildlife. We've got the high tunnel program, which has been very popular for a number of years. So we still have that. We have what we call conservation activity plans. It's covers forestry, irrigation, and number of plans. It doesn't actually pay for the installation, but it play, it pays a producer to get that plan written so we can see if we can help with the installation down the line. Sometimes we can, sometimes we came from, but at least we can get that plan written for you. And it also covers events. So we're generally not be primary holder on easement, but we can contribute to those who are the primary holders on. But I'm going to primarily be talking about crop ends. So last year, we it in my office which I'm I should have introduced myself. I apologize, I'm the new district conservationist in the Warsaw field office. I was here 2013 and early 2013 to late 2015. And I went off to another office to become a district conservationist and train there. And luckily I got the opportunity to come back to Warsaw as a district conservationist. So and I stepped him right at the very end of obligate an obligation season. But I have been looking through the contracts that were funded and not funded. We didn't have a whole lot of equip contracts that were not funded. There's a multitude of reasons for that. The crop land practices that are available to most of our producers have already been adopted by producers in this area. In particular, I can't speak for other areas. And once you adopt that practice historically, you cannot reapply for it. Then at that point you would move into the CSP or Conservation Stewardship Program. But equips that have primarily were funded. We had a couple of high tunnels that were not and a couple of wildlife that were not because they are competitive statewide. So we are Dale no, FOR FY 21 as a state, we were had been obligated or promised $2.8 million less than what we got last year. But that's okay because like I said, most of our contracts are applications were funded. The issue that I had in Warsaw specifically last year was that we had 60 CSP applications that were not funded. So the good news is that or FY 21, we are going to receive $8.1 million statewide. That is a $2.6 million increase. Now the good news is that we are receiving more funding for CSP contract. And that is again that statewide though. And we all say just to give you guys an idea, we are also working several offices in this part of the state is working with our state office to see what other options we can operate through equip to help our cropland producers there where we're doing our best to be able to help everybody out. Lets the we have the good news is that we now have what we call high priority practices that carries a higher payment rate per acre. One pointed those priority resource concern practices includes a conservation crop rotation. So if you are rotating the crops in your field, we can help pay for that no-till and cover crop. So those are practices that historically, you know, you could get paid for them, but now they are considered one of our priority practices. So you can get paid a little more for those if you have not already been paid for those in the file, we are steal pain for reduce teal, which is when you use your turbine deals. A lot of folks have those. We are paying for that is, of course it's not as much as we're paying for no-till because that's where we're trying to get folks to get to is to know Teal to improve full hell. And also we are paying for you to follow your nutrient management plan. So we lost the nutrient management level C several years ago to CSP. You can still get paid for it just not they're equipped, so you're going to be moved into CSP and you can receive incentives to start managing those nutrients, collecting your data so that we can move towards precision agriculture if that's something you're Yeah. So we do have, as I was talking about, we have those higher rates. For the priority practices, again, if you are what we consider historically underserved, which includes a new and beginning farmers. Limited resource farmers are socially disadvantaged Farmers. You do, you also get a higher rate on those? If you don't know if you fit into those, you can speak to someone in your NRCS office until we can determine if you meet any of the criteria for any of those three categories. Also, I did want to mention that even though again, I've been talking primarily about cropland practices for crop lam producers. We do still carry all of the fun pulls that I had mentioned previously with the livestock, the wildlife. But also we have higher payment rates and options for specialty crop farmers. So we've had quite a few inquiries about that here recently. So if you are a specialty crop farmer, get in touch with your NRCS office and see if you, you know, if there's something that we could do to help you well. So lastly, I just wanted to mention a couple deadlines for everyone coming up. Let's say December fourth, we have a CSP renewal ranking. So what this means is if you are coming out of a five-year contract and it was a brand new contract 5-years ago, meaning it was not a renewal. You've been at it for five years, not for ten, then you are eligible to be submitted for CSP renewals. And that means that if you you should have already heard Premier NRCS office. If you haven't, you will soon to see if you want to apply for a renewal. And also to say what you want to include in that application. Those are due on December fourth. We were just alert that we are going to have a one and done application submission for FY 21. That means we accept applications year round will never turn down an application, but we only submit them for funding consideration. Used to be two or three times a year in years past in the past two to maybe three years, we've gone to one submission a year. So the one submission for FY 21 will be December 18. That means if you think that you qualify Percy as r4 equip or if you're interested in any of these programs and you're not sure where you fit into it, contact your NRCS office as soon as possible so that we can determine it you fit into that equip fun pole. If it's something we can help you with fruit equipped than we need to get that application by December 18. And then also for those of you who do have active CSP contracts right now, for FY 15 through FY 19 contracts, you can elect to receive your payment either in calendar year 20 or calendar year 21, depending on how what what worked for your taxes, the best. Here in this office as a pretty much an even split. If you elected to have your pavement in calendar year 2021, we have to have those payments made by February fifth. So expect some phone calls or to come into the office between January first and the first week of February because we will need to make those payments as as quickly as possible after the new year. I did want to mention also. That most of the USDA offices in this area are closed to the public do to cope it concerns. However, we can come to the door, we can come to the vehicles to talk to you. I know in Warsaw that's what we've been doing a lot. But also don't forget to that if you need us to come out to the farm NRCS, I'm not speaking for FSA. If you need us to come out to the farm to look at anything, we are still operating our vehicles. We're getting in our trucks and we're going out to farms and were funded in a track and down producers to take care of business that don't hesitate to give us a shout and let us know if you need us to come to you. So we're going to break it down now by the four different service centers and offices that represent the agents that are part of BCA today, which include the Hanover Caroline folks here in Tampa handed the USDA Service Center in Tampa, Hannah, the northern neck service center, and then the tidewater Service Center down in Gloucester. So we're going to start with the Hanover Caroline won. I knew Qin was owned with us from Hanover Caroline and he gave some comments and had to leave. So I will move over to the Hanover, Caroline soil and water conservation district. I know we've got Jim and I believe Kepler's well with us. They have we have the thief that to program open right now the deadline, December 11th. I'm also acreage reporting. The small green acre deporting deadline is January 15th. Also dark-field. They sign up for FOR 2021. That that mine is in March. So you can come in to do your 20-20 sign up for that. Also, the barry per gram is open. That also is the deadline, December 11th. I think we only have to Uranus office. And also. He alone, backend fat val anyhow. I think it's pretty much the same pain every caroline. But we do happy deadline coming up in December for that program, that goal and that we have. So I urge you to get with your plan writers as soon as possible and start talking about that. I know the weather's crazy right now. As far as getting soul samples taken, what it is that time quick update will cover crop. We have a special program that we're implementing this year. So our cover crop deadlines are a little different than surrounding areas we are cover crop will be allowed to be planted up to November 30th. So as people want email, please report to me. And we're currently trying to get all of our cover crop reported. The dead land for our area to plant was November 15th, which was this past Sunday. So we're currently Collin everybody and trying to get gel to report everything you did get planted. There was a lot of cancellation. So there's a possibility of if you were not a proved originally and you did plant, there is a possibility of getting funding, so please call us if you plan to cover Cara so we can get you on a list.
